FUNCTIONING OF TH/QH MODELS ON THE EXAMPLE OF THE STATE OF MASSACHUSETTS, USA

Abstract

This paper discusses the experience of using the triple and quadruple helix model in practice using the example of the state of Massachusetts, USA. The choice of the Massachusetts technology campus is based on the fact that it has been, along with Silicon Valley in California, a model for helical models, in particular the triple helix (TH) model on which the quadruple helix (QH) concept is based. The main objective of the article is to present how the mechanisms and instruments as well as the flexible relationships and tasks assigned to the individual centres of the triple and quadruple helix determine the level of development of individual regions.

The analysis shows that several factors are of key importance for the functioning of the QH model and the development of a region, above all the presence of the best universities in the world or close cooperation with these universities, a very well developed transport infrastructure, the willingness of public administration and industry to cooperate. Mutual trust between the participants in the model also plays an important role. The quadruple helix model, in which there is a balance between its elements, is a guarantor for sustainable controlled innovation-based development of the region.
